    Primary Purpose of Position: Manage a broad scope of human resources processes and recommend improvements by offering unique insights, support and guidance. Must have the ability to influence strategy and support staff with day-to-day operations. This position will report to, and work in collaboration with the Human Resources Director. The HR Manager may have responsibilities in any human resources functional area but will include responsibility in compliance with human resource related federal, state and agency regulations, policies and procedures and coordination and provision of comprehensive employee relations, compensation and benefits, HRIS administration and other areas of accountability.

     

    Responsibilities

     

    Role and Responsibilities:

    • Participates in developing and recommending department goals, objectives and systems.
    • Reviews, recommends changes, and enforces policies and procedures.
    • Create an employee handbook and maintains up-to-date information regarding Partners processes and policies readily available in the employee manual.
    • Performs benefit administration to include troubleshooting, change reporting, approving invoices for payment, and annual re-evaluation of policies for cost-effectiveness.
    • Maintains records, reports and logs to conform to EEO regulations.
    • Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings as required (i.e. Department team meetings, work committees, management meetings, etc.).
    • Conducts audits of employee records to mitigate risks and ensure compliance with laws, regulations and agency policies; Conduct research and communicate changes in laws/regulations.
    • Maintains an up-to-date knowledge of developments in each field of oversight responsibilities, with legislative and regulatory implications of the business and HR field, and within Partners’ operations.
    • Serve as an HR Information Systems administrator; Collect necessary data for EEO, ACA, and Cafeteria Plan reporting; Design manuals and document data processing procedures, and generate ad-hoc reports (i.e. hiring costs and benefits).
    • Other duties as assigned by the Human Resources Director.

     

    Knowledge, Skills and Abilities:

    • Must demonstrate the ability to work in a team environment and possess a high degree of integrity, discipline, focus and accessibility with a results orientation. The ability to build and maintain collaborative and effective relationships with all stakeholders is crucial to the success of this position.
    • This position requires a diverse knowledge of HR procedures and practices with specific skill sets and experience in employee relations, problem resolution, customer service and support, planning, HR metrics and data management.
    • Ability to demonstrate and sustain excellent human relations, team enhancement, organization, presentation, verbal/written communications and analytical skills.
    • Problem solving, negotiation, and conflict resolution skills are essential to balance the needs of all customers.
    • Must be highly skilled at shifting between macro and micro level planning.
    • A high level of diplomacy and discretion is required to effectively resolve issues pertaining to HR.
    • Knowledge of cultural awareness and differences and the ability or sensitivity to work with/serve a diverse population.
    • Hands-on experience with HR database administration
    • Familiarity with payroll systems and ATS
    • Broad knowledge of organizational planning, organization development, employee relations, and safety, Proficiency in Microsoft Office products (Word, Excel, PowerPoint, etc.).

     

     

    Qualifications

    Education/Experience Required:

    Bachelor's Degree in Public Administration, Business Administration, Human Resources or related area, five years Generalist experience and three years of experience managing/supervising staff.

     

    Education/Experience Preferred:

    Previous experience in behavioral healthcare or local government entity preferred. PHR or SHRM – CP certification preferred.
